n a bid to deepen participatory governance and strengthen inclusive development planning, members of the Borno State Citizens Engagement and Participatory Planning (CEPP) Policy Technical Working Group (TWG) have embarked on a learning and exchange visit to Adamawa State.
The visit, facilitated under the European Union and BMZ co-funded, GIZ-implemented SEPIN-SUSI Programme, aimed to provide the Borno TWG with practical insights into the implementation framework and institutional mechanisms that have made the Adamawa State Citizens Engagement and Participatory Planning Policy a model of good governance in Nigeria’s Northeast region.
During the visit, the delegation engaged with officials from the Adamawa State Planning Comkission, Ministry of Budget and Economic Planning, members of the State Development Coordination Committee (SDCC), LGDCC, representatives of civil society organizations, and community structures involved in participatory planning. The sessions highlighted the importance of structured citizen input, accountability mechanisms, and policy mainstreaming in ensuring that government decisions reflect citizens’ priorities.
Speaking during the visit, the Head of the Borno TWG and the Permanent Secretary Borno State Ministry of Rehabilitation, Reconstruction and Resettlement (MRRR) commended the Adamawa State Government for its leadership in institutionalizing citizen participation in development planning, noting that lessons learned will guide ongoing efforts to finalize and operationalize the Borno State CEPP Policy.
The exchange visit underscores a growing commitment among state governments in Northern Nigeria to build inclusive, transparent, and responsive governance systems through evidence-based policy formulation and participatory planning practices.
