A high-level delegation led by the Special Adviser to the Executive Governor on Budgeting, Hon. OJ Afwanks, is currently in Yola for a peer review visit focused on Adamawa State’s groundbreaking Citizens Engagement and Participatory Planning (CEPP) Policy Framework and Technology Hub.
The visit, which commenced today, follows Adamawa’s acclaimed presentation of the CEPP model at a recent high-level stakeholders’ workshop organised by GIZ and the European Union in Abuja last September. During that event, the state demonstrated how its digital hub and policy framework have successfully strengthened citizen feedback mechanisms and enhanced participatory governance.
Over the course of the day, the delegation engages with officials from the Adamawa State Planning Commission, reviews policy documents, observes the Technology Hub in operation, and assesses how the system collects, processes, and acts on citizen input in real time.
“We are here to learn directly from Adamawa’s success,” said Hon. Afwanks upon arrival. “This peer review allows us to see firsthand how technology and policy can merge to create more transparent, responsive, and inclusive governance.”
The CEPP framework—a first of its kind in the region—enables residents to contribute to planning and budgeting processes through digital platforms, ensuring public projects reflect community needs. The Technology Hub serves as the nerve centre for this interaction, using data analytics to guide government decision-making.
Today’s activities include:
- A welcome and overview session with the Chairman of the State Planning Commission.
- A live demonstration of the CEPP digital platform.
- Review of documented case studies and impact assessments.
- Interactive discussions with technical staff and community representatives who use the system.
The visit is seen as a significant step toward interstate knowledge sharing and innovation in governance. Observations and insights gathered are expected to shape the adoption of similar participatory models in other states.
The CEPP Framework represents Adamawa State’s commitment to governance 2.0—leveraging technology to make governance more accessible, dialogical, and driven by citizen voices.
